The multi-level structure of the modern economy with the dominance of the service sector and the use of artificial intelligence requires reliable indicators of the activity of business entities, providing the production process with human resources in conditions of their critical shortage.
The purpose of the study is to clarify approaches to determining and assessing GDP, improving their structure and composition in conditions of the outpacing growth of the service sector, intellectualization of society and production, inclusive and extractive institutions, network structures, developing practical proposals for their resource provision. The methodology uses the concept of three forces of development, trialectics and dialectics, taking into account the general and the particular.
The transformations and positive aspects of the indicators of gross domestic product (GDP), gross national product (GNP), their connections with the corresponding indicators of enterprises of the regional and local levels, vertically integrated and network structures are shown. It is proved that in the conditions of dominance of the service sector and the spread of artificial intelligence, the use of potential GDP makes it possible to more objectively and timely assess the processes of enterprise management, the formation and maintenance of human resources of appropriate quality at enterprises in unpredictable conditions, orientation towards a more complete use of other available resources (material, social, cultural, etc.) in current production and in the future up to 5-10 years, which creates a basis for strategic planning, forecasting and comparison based on ratings. The directions of improving potential GDP in the aggregate of other quantitative and qualitative indicators of enterprises, the use of production and management resources, advanced training, and the activation of creative initiative to retain employees at the enterprise are identified. Proposals are substantiated to increase the reliability and objectivity of indicators when using inclusive and extractive institutions in network structures and enterprises.
