Resume
The article substantiates the theoretical and methodological foundations for developing a concept of economic forecasting for spatial planning and territorial development based on smart specialization principles. It is argued that in the context of structural economic transformations, increasing interregional competition, and growing uncertainty, traditional forecasting approaches require modernization with due regard to innovation-oriented development and the spatial differentiation of territorial potential.
The content of the concept of economic forecasting is revealed through the integration of strategic, spatial, and innovation-based approaches. It is determined that the key principles of such a concept include systemic coherence, multilevel governance, adaptability, alignment with strategic development goals, and orientation toward the effective use of endogenous territorial potential. Particular attention is paid to the role of smart specialization as a tool for identifying competitive advantages, shaping innovation priorities, and ensuring the structural modernization of regional economies.
An approach combining economic and mathematical modeling, scenario analysis, spatial analytics, and expert methods in the process of long-term territorial development forecasting is proposed. The necessity of integrating forecasting results into spatial planning documents and regional development strategies in order to enhance their effectiveness and adaptability is substantiated.
It is concluded that the formation of a concept of economic forecasting for spatial development based on smart specialization will contribute to improving the validity of managerial decision-making, ensuring the efficient use of territorial resources, and strengthening long-term competitiveness in the face of global challenges.
