Resume
The article provides a comprehensive assessment of the development of industrial clusters and substantiates their impact on the structural modernization of Ukraine’s economy in the context of global competition, digital transformation, and post-war recovery. The theoretical and methodological approaches to the analysis of cluster systems are systematized, particularly from the perspectives of competitive advantage theory, smart specialisation (RIS3), and industrial transformation within the frameworks of Industry 4.0 and Industry 5.0.
An integrated model for assessing cluster development is proposed based on a system of resource, performance, and change indicators, enabling monitoring of cluster policy effectiveness at the macro-, meso-, and micro-levels. The application of the Cluster Specialisation Coefficient (KKS), multidimensional classification methods, indicator standardization, and a Bayesian approach for assessing risks and quality of production processes within clusters is substantiated.
The sectoral structure of Ukrainian clusters is analysed, key directions of their economic specialisation are identified, and the role of cluster formations in strengthening innovation capacity, increasing labour productivity, employment growth, export activity, and regional investment attractiveness is outlined. It is proved that the systematic use of an indicator-based approach contributes to enhancing economic security, improving managerial decision-making efficiency, and increasing the effectiveness of state cluster policy in the context of Ukraine’s post-war economic recovery.
