In the context of full‑scale armed aggression and the forthcoming phase of post‑war recovery, the reform of veteran policy becomes a priority for national security and economic resilience. The rapid growth of the veteran population highlights the need to replace the declarative model of social provision with a service‑oriented system capable of converting military experience into civilian productivity and recognising veterans as strategic human capital. The study conceptualizes social support as a three‑dimensional system integrating functional, structural, and evaluative components. Analysis of research and legislation reveals persistent challenges: inefficient resource allocation, excessive procedural regulation, and limited opportunities for active social and professional reintegration. Financial and strategic assessment shows rising state obligations and identifies Law No. 4351‑IX as a basis for a new social contract. Institutional changes include the development of Veteran Development Centers within higher education institutions and the introduction of veteran support specialists, alongside risks of local financial insolvency and regional disparities in access to services. Empirical data indicate a gap between state priorities and veterans’ actual needs, with financial support remaining dominant. The results provide an analytical toolkit for stakeholders implementing the “Veteran Policy Strategy until 2030.” The study demonstrates that transforming VDCs into investment‑oriented platforms for professional retraining can generate socio‑economic returns for communities, while specialist‑based support models enhance administrative efficiency and inclusivity. The proposed improvements rely on human‑centred and comprehensive approaches.
