Resume
The article provides a comprehensive assessment of collective bargaining frameworks for workforce formation and human capital development in the context of enterprises’ innovative development. The role of collective agreements is substantiated as an institutional mechanism for balancing employers’ economic interests and employees’ social guarantees, as well as for supporting workforce reproduction, skill development, and innovation processes at the enterprise level. The study analyzes the transformation of collective bargaining regulation under martial law and during the post-war economic recovery of Ukraine, identifying key constraints related to legislative changes, resource limitations, declining coverage of collective agreements, and weakened social dialogue practices.
Special attention is paid to the growing gap between the strategic objectives of innovative enterprise development and the actual capacity of existing contractual mechanisms to ensure systematic investment in human capital, professional training, and skill upgrading. Based on the analysis of official reports, institutional practices, and collective labor dispute dynamics, the paper highlights the predominance of enterprise-level conflicts and the increasing importance of preventive and coordination functions of social dialogue institutions.
The article substantiates the need to modernize collective bargaining mechanisms as an integral component of economic recovery and innovation-oriented enterprise strategies. Key directions of modernization include strengthening contractual provisions related to workforce training and retraining, integrating collective agreements with national employment and innovation policies, improving financial support mechanisms, and enhancing the coordination of stakeholders within the social partnership system. The proposed approach positions collective bargaining as a strategic institutional tool for sustainable economic growth, resilience, and human capital recovery in post-war conditions.
