The article provides a comprehensive assessment of the regulatory and legal framework of Ukraine’s state industrial policy in the context of the transformational challenges of Industry 4.0 and 5.0. It is substantiated that, under conditions of wartime and post-war economic transformation, the formation of a modern, coherent, and integrated regulatory framework becomes crucial for ensuring technological modernization, as well as enhancing the resilience and competitiveness of the national economy. It is established that the current regulatory framework has been largely shaped within the industrial paradim of previous technological modes and only partially incorporates the principles of digitalization, innovation, environmental sustainability, and human-centric development.
A three-dimensional analytical framework for evaluating regulatory and legal acts is proposed, encompassing target, regulatory, and institutional-coordination dimensions, which allows for a systematic assessment of their compliance with contemporary technological and socio-economic development priorities. Based on the systematization of regulatory acts by functional groups (basic program and conceptual acts, related sectoral legislation, codes of economic legislation, and sectoral strategies, concepts, and state programs), a comprehensive analysis was conducted.
The study reveals the fragmentation of the regulatory environment, insufficient integration of digital, innovative, and environmental components, as well as limited coordination between different levels of public policy and institutional actors. The necessity of forming a coherent next-generation legislative framework is substantiated, which should ensure the integration of the principles of digital transformation, sustainable development, human-centricity, and an ecosystem-based approach, harmonization with European Union policies, and the implementation of modern instruments of state regulation of industrial development.

The research was carried out within the framework of the “Comprehensive scientific research on the actualization of Ukraine’s industrial policy on the principles of Industries 4.0 and 5.0” of the Institute of Industrial Economics of the NAS of Ukraine at the expense of budget funds aimed at ensuring that state scientific institutions conduct scientific research and scientific and technical (experimental) developments based on the results of state certification.
