The relevance of the problem of the inconsistency of the professional qualification process of employees with the requirements of the post-industrial economy – the economy of knowledge and services is clarified.
An analysis of common methods and schemes of professional qualification is carried out, namely: exams, testing, performance of qualification trial works, assessment center in terms of validity, reliability, fairness and efficiency. The strengths and weaknesses of these methods are outlined.
Verbal modeling of professional qualification by the method of “online experience protection” is carried out. Its tasks, process, indicators of all components of professional competence based on data, means of their verification and its assessment, the methodology for determining experts and proctors, the qualification scheme using online technologies are described.
The qualification scheme defines its stages and the process of interaction of its applicants: with a call center for verification of their data from relevant experience; with relevant experts, via a call center and website, to review the presentation of works from their experience; with employers and/or professional associations and/or their professional liability insurers for their evaluation and further cooperation.
A high degree of validity (content, construct and criterion) of this method, its principles: fairness (distribution, process and relations), reliability, resilience and efficiency, has been substantiated.
The main difference between this method and the qualification scheme is that the evaluators of the professional skills, abilities and qualities of applicants are the relevant employers, and the qualification process is carried out by a call center for data verification and the organization of online protection of applicants’ experience in the use of relevant technologies and online monitoring of the experience of mastering new actions and interaction with colleagues.
The novelty of the proposed method is the assessment of all indicators of professional competence of builders, in addition to professional knowledge and skills, also intellectual and communicative abilities, professionally important social qualities (responsibility, independence, responsiveness, organization and initiative) by verifying data from their experience and surveys of their managers and colleagues.
An express SWOT analysis of the implementation of this method and the scheme of professional qualification in the labor market and education of builders of Ukraine was carried out.
