Resume
The article examines key challenges in shaping an effective state industrial policy under the conditions of the digital transformation of the economy. It demonstrates that the fragmentation of existing policy instruments limits the capacity for coordinated industrial development and restricts enterprises’ access to investment resources. A conceptual model of an intelligent crowdinvesting platform is proposed, integrating the analytical capabilities of Industry 4.0 technologies with the human-centric principles of Industry 5.0. The platform ensures transparency of investment processes, reduces transaction costs, and creates a digital ecosystem for supporting smart enterprises, thereby contributing to the formation of a modern model of industrial policy.
