The relevance of the topic is determined by the profound transformations of the Ukrainian judicial system in the context of war, post-war recovery, and European integration, which highlights the issue of high-quality staffing of the judiciary. Of particular importance is the role of basic legal education in shaping the professional, managerial, and value-based foundations of future leadership personnel of the judicial system. The purpose of the article is to analyze and compare the competency-based content of educational programs of higher education institutions completed by the Heads of the Supreme Court of Ukraine, from the standpoint of their compliance with contemporary requirements for the judiciary. The study employs methods of analysis and synthesis, comparative, structural-logical, and empirical analysis, as well as the generalization of official statistical and regulatory data. The article substantiates the decisive role of the quality of basic legal education in the formation of the human resources potential of courts. A comparative analysis of educational programs of five leading Ukrainian universities, whose graduates at different times became Heads of the Supreme Court of Ukraine, is conducted. Key differences and common features in the competency-based content of bachelor-level law programs are identified. The scientific novelty of the study lies in establishing the relationship between competency models of basic legal education and the formation of managerial potential of senior personnel within the judicial system of Ukraine. The practical value of the research results consists in the possibility of using the obtained conclusions to improve educational programs in the field of Law and to develop an effective human resources policy in the judicial system. The findings make it possible to substantiate the feasibility of strengthening the competency-based approach in legal education with due regard to the needs of the judiciary. This creates a foundation for the further development of the system for training and selecting professional and ethical personnel for the judicial system of Ukraine.
