Анотація
Сформульовано проблему реформування системи соціальної підтримки ветеранів в умовах повномасштабної агресії та повоєнного відновлення. Обґрунтовано необхідність переходу від декларативної моделі забезпечення до сервісно‑орієнтованої системи, здатної інтегрувати військовий досвід у цивільну економіку. Розкрито еволюцію соціальної підтримки як тривимірної системи та виявлено дисбаланси між державними стратегіями й реальними потребами ветеранів. Проаналізовано інституційні зміни, зокрема розвиток Центрів ветеранського розвитку та інституту фахівців із супроводу. Показано ризики фінансової неспроможності громад і регіональні диспропорції. Запропоновано напрями вдосконалення підтримки на основі партнерства бізнесу й освіти та людиноцентричного підходу.
